I am a candidate in Clark County Washington For Charter Review Commissioner District 3, Position 2
I was a member of the first class of women to co-educate the University of Virginia. I received a Bachelor of Arts with Distinction in American Government in 1974. I attended law school at the Marshall-Wythe School of Law at the College of William and Mary where I received a law degree in 1977.
I began my law career as the first female Judge Advocate General [JAG] at the 25th Infantry Division at Schofield Barracks, HI. After completing my 3-year tour of duty, I returned to Virginia where I worked as an Assistant General Counsel for the Washington Metropolitan Area Transit Authority [also known as Metro]. While there I defended the transit authority in both the state and federal courts in the District of Columbia and Virginia. I received the Employee of the Year Award at Metro.
I ended my legal career as an Administrative Law Judge with the Social Security Administration. I was assigned to the Office of Hearings and Appeals in Harrisburg, PA. While there I served as a union steward for IFPTE. I retired in 2014, purchased a home in Vancouver, WA and moved there with my husband Phil to live near our children and grandchildren.

As a retired member of the federal judiciary with legal careers in government service, I want to ensure that Clark County adopts principles and procedures of good governance. I support an amendment to the Clark County’s Charter to improve the timeliness of the redistricting process by establishing earlier timelines for citizens’ applications and for the County Council’s selection process. The Redistricting Committee should be in place at the time the County receives the new census data. There needs to be a fixed period of time for the Redistricting Committee to complete its work. Candidates for County Council should know three months before filing week the district in which they live.
